VACANCIES ANNOUNCEMENT
On behalf of the National Institute for Medical Research (NIMR), Tanzania Commission
for Science and Technology (COSTECH) and Tanzania Bureau of Standards (TBS),
President’s Office, Public Service Recruitment Secretariat invites qualified Tanzanians
to fill 28 vacant posts as mentioned below;

1.0 INTRODUCTION
NATIONAL INSTITUTE FOR MEDICAL RESEARCH (NIMR),
The National Institute for Medical Research (NIMR) is the largest public health research
institution in Tanzania, established by the Parliament Act No. 23 of 1979 as a Parastatal
organization under the Ministry of Health and Social Welfare. NIMR’s core function is to
generate scientific information required in the development of better methods and techniques
of enhancing disease management, prevention and control in the country.

1.1 RESEARCH SCIENTIST GRADE II – 5 POSTS

DUTIES AND RESPONSIBILITIES
i. Participate in developing sound and fundable research proposals to attract donor
funding;
ii. To disseminate research findings in different formats including but not limited to
publishing in peer reviewed journals, scientific conferences etc;
iii. Identify opportunity for consultancies, respond to and implement the awarded contract
to contribute in institutional sustainability;
iv. To register and monitor implementation of approved health research in Tanzania
where applicable;
v. collaborating with industry/academia to apply the results of research and develop new
techniques, products or practices;
vi. presenting ongoing work and findings to colleagues at academic conferences, and
summarizing the nature of the research, methodology and results;
vii. carrying out field work to inform research;
viii. teaching, demonstrating to or supervising students (in academia) and training and
supervising other members of staff;
ix. devising or helping to draw up new research proposals and applying for funding and
grants;
x. working in multidisciplinary teams, in different departments in the Institute;
xi. Responsible in conducting and disseminating scientifically and ethically sound health
research that addresses the national health priorities to alleviate health problems for
scientific advancement and human wellbeing; and
xii. To Perform any other duties as may be assigned by the Supervisor

QUALIFICATION AND EXPERIENCE
Bachelor Degree either in Medicine, Natural Science, Social Science or Engineering Science
with a minimum of an Upper Second Class honours plus a working experience of at least two
(2) years in research work in a reputable institution.

1.2 RESEARCH ASSISTANT– 5 POSTS

DUTIES AND RESPONSIBILITIES
i. Ensure timely submission of study proposal to the relevant institutional review
boards for approval (IRB);
ii. Participate in developing sound and fundable research proposals to attract donor
funding;
iii. Responsible in conducting and disseminating scientifically and ethically sound
health research that addresses the national health priorities to alleviate health
problems for scientific advancement and human wellbeing;
iv. To participate in conducting approved health researches (Data collection, analysis
and report writing);
v. To disseminate research findings in deferent formats including but not limited to
publishing in peer reviewed journals, scientific conferences etc;
vi. Participate in engagement and collaboration with public and private sectors in the
health researches for scientific advancement and improvement of human and
social wellbeing;
vii. Participate in local and international scientific forums for exchange and sharing
health research information and networking;
viii. Participate in developing and delivering tailor made courses related to his/her
area of expertise;
ix. Identify opportunity for consultancies, respond to and implement the awarded
contract to contribute in institutional sustainability;
x. To engage in commercialization of institutional research products for improvement
of human and social wellbeing;
xi. Participate in departmental and centre/directorate administrative and scientific
meetings;
xii. Participate in appraising performance of his/her subordinates;
xiii. Timely prepare and submit quarterly and annual report;
xiv. To register and monitor implementation of approved health research in Tanzania
where applicable;
xv. Participate in review and development of the institute strategic plan, budgeting
and setting of national health research priorities;
xvi. To execute deliberation emanating from scientific and administrative committees;
and
xvii. To perform any other duties that may be assigned by immediate supervisor.

QUALIFICATION AND EXPERIENCE
Fresh Graduate of Bachelor Degree either in Natural Science, Social Science or Engineering
Science with a minimum of an Upper Second Class Honors OR for unclassified degrees such
as Medical Degrees and Bachelor of Veterinary Medicine, fresh graduates with an overall
minimum of B.

1.3 HEALTH LAB TECHNOLOGISTS II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. Solving testing problems of an advanced or novel nature;
ii. Developing new solutions to testing problems;
iii. Performing the newer/more complex tests and examinations;
iv. Installing/adapting new tests for production use;
v. Insuring the adequacy of the scientific knowledge applied in the performance of
required tests;
vi. Recognizing and defining testing problems and evaluating methods for their
solution;
vii. Evaluating guides or possible alternative approaches to standards methods;
viii. Improving the efficiency and quality of a testing programs;
ix. Establishing and monitoring quality control/record keeping systems and measures
to assure the accuracy and validity of test results;
x. Developing instructions for converting from manual to automated testing systems;
xi. Planning and conducting training programs for medical technicians and medical
technologist students;
xii. Establishing standards and writing instructions for calibrating or standardizing
instruments and equipment;
xiii. Recommending the addition of new tests to the laboratory’s service;
xiv. Training to assume a full professional position writing skills;
xv. Responsible for carrying out laboratory procedures according to the laboratory
SOP, study protocol and national standards; and
xvi. To perform any other duties as may be assigned by the Supervisor.

QUALIFICATION AND EXPERIENCE
Form Four or Form Six (IV or VI) with Ordinary Diploma in Medical Laboratory Technology or
equivalent from a recognized Institution plus an experience of at least two years in health or
Research related institution.

1.4 HEALTH LABORATORY ASSISTANT GRADE II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. To assist in the collection of laboratory samples for analysis;
ii. To perform preliminary laboratory tests;
iii. Responsible for assisting laboratory technologists in performing their routine
duties;
iv. To record laboratory test in the laboratory log book;
v. To dispose laboratory wastes accordingly;
vi. To prepare equipments for laboratory tests;
vii. to clean laboratory apparatus;
viii. T o ensure laboratory samples are kept safely;
ix. To use interpersonal skills to lab customers and promote success of team
members;
x. To Participate in QC/QA in Lab tests, takes corrective action, and notifies others of
changes;
xi. To comply with laboratory safety procedures, possessing adequate knowledge of
instrumentation, theory, and application of new and existing tests;
xii. To perform preventative maintenance procedures in laboratory instrumentation;
xiii. To participate actively in the sectional, departmental and other relevant meetings
that convened at the working place;
xiv. To ensure the working place is always tidy; and
xv. To perform any other duties as may be assigned by the Supervisor.

QUALIFICATION AND EXPERIENCE
Form Four or Form Six (IV or VI) with at least two Principal pass in science subjects or credit
pass in any three science subjects and has successful passed Medical Laboratory Science
Certificate.

1.5 DATA ENTRY CLERK GRADE II– 1 POST

DUTIES AND RESPONSIBILITIES
i. Assist in preparing, compiling and sorting documents for data entry;
ii. Assist in checking source documents for accuracy;
iii. To enter data from various source documents into the computer system for
storage, processing and data management purposes;
iv. Obtain further information for incomplete documents;
v. Enter data from source documents into prescribed computer database, files and
forms;
vi. Transcribe information into required electronic format;
vii. Scan documents into document management systems or databases;
viii. Store completed documents in designated locations;
ix. Maintain logbooks or records of activities and tasks; and
x. To perform any other duties as may be assigned by the supervisor.

QUALIFICATION AND EXPERIENCE
Holder of Form IV certificate plus possession of certificate of computer course (with bias in
computer operations) from recognized Institution.

1.6 ACCOUNTS CLERK GRADE II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. Preparation of payment vouchers, journal vourchers, cheques, receipts and any other
source documents and posting the same to the accounting system;
ii. Assist in maintaining proper books of accounts and keeping of all records pertaining to
income and expenditure as well as inventory of the Institute/centre;
iii. Assist in preparation of payrolls and distribution;
iv. Manage the institute/centre petty cash/float and ensuring reimbursement is timely and
accurately done;
v. Assist in preparation of statutory financial reports, cash flow and budgets;
vi. Assist in preparation of periodical financial and management accounts;
vii. Prepare bank reconciliation statement and submission for approval;
viii. Assist in updating and maintaining a fixed assets and inventory register;
ix. Participate in staff performance appraisal exercise;
x. Act as a cashier for all matters related to cash banking and cash office;
xi. Safe keep accounting documents and registers;
xii. Assist in all financial and accounting operations of the accounts department;
xiii. Participate in regular departmental and other meetings; and
xiv. To perform any other duties that may be assigned by the Supervisor.

QUALIFICATION AND EXPERIENCE
Form four (IV) with principal passes in Mathematics, Book Keeping or Commercial subjects
plus ATEC I or equivalent.

1.7 REGISTRY ASSISTANT GRADE II – 1 POST

DUTIES AND RESPONSIBILITIES
i. Ensure that incoming and outgoing mails are done timely and cost effectively;
ii. Ensure that employee’s confidential and open files are kept in a proper custody;
iii. Ensure that all correspondences are properly kept in their respective files;
iv. Prepare incoming and outgoing mail for distribution. Examine, sort, and route mail.
Load, operate, and occasionally adjust and repair mail processing, sorting, and
cancelling machinery;
v. Ensure that leave application forms are properly filled in and control leave travel
assistance; and
vi. To perform any other duties as may be assigned by the Supervisor.
QUALIFICATION AND EXPERIENCE
Form Four (IV) with at least five passes with certificate in Records Management from
recognized institution plus at least three years of working experience in a recognized
institution.
1.8 TERMS OF EMPLOYMENT
All posts are in Permanent and Pensionable.
1.9 REMUNERATION
According to Government pay system.

2.0 TANZANIA COMMISSION FOR SCIENCE AND TECHNOLOGY (COSTECH)
The Tanzania Commission for Science and Technology (COSTECH) is a Parastatal
organization affiliated with the government of Tanzania. COSTECH was created by an Act of
the National Assembly of Tanzania in 1986 as a successor to the Tanzania National
Scientific Research Council. The commission was a subsidiary institution to the Ministry of
Communications, Science and Technology (MCST) and is now a subsidiary institution to the
Ministry of Education, Science & Technology.
The function of COSTECH is that of co-ordinating and promoting research and technology
development activities in the country. COSTECH is the chief advisor to the Government on
all matters pertaining to science and technology and their application to the socio-economic
development of the country. Government-funded science activity in the country is governed
by the commission, and its duties include the administration of research grants, maintenance
of research registry and science information services, setting research policy, and creating
incentives for invention and innovation. Areas of activity include the Internet, biotechnology,
energy, telecommunications, the development of multimedia teaching material, and more.
COSTECH works with corporations, universities, and other Parastatals, including the
Tanzania Industrial Research and Development Organization and the Tanzania Traditional
Energy Development and Environment Organization.

2.1 RESEARCH OFFICER II -1 POST

DUTIES AND RESPONSIBILITIES
i. Assist in execution, follow up and submission of reports on activities and
programme within the respective cluster or department;
ii. Attached to Principal Research Officer in the execution of directorate
programmes;
iii. Assist in preparation and implement work plan in line with COSTECH Strategic
Plan and annual budget;
iv. Assist in departmental planning and budgeting and assist in implementation of
planned activities in time; and
v. Perform any other duties as may be assigned by the supervisor.

QUALIFICATION AND EXPERIENCE
Masters Degree either in Physical, Natural Science, Social Science, Engineering
Science, Geo Science, Agriculture, Livestock, Energy, Industries, Infrastructure,
Environmental, Economic, Education, Policy, Demography, Sociology,
Communication, Documentation, Legal Business, Innovation, Entrepreneurship or any
other related field from recognized university or institution with a minimum GPA of an
upper second.

REMUNERATION
Attractive remuneration package in accordance with Commission salary scale COSS

2.2 LIBRARY AND DOCUMENTATION ASSISTANT II – 1 POST

DUTIES AND RESPONSIBILITIES
i. Assist in handling simple enquiries from readers;
ii. Assist in bibliographical searches;
iii. Assist in collecting library statistics and determined by the Librarian; and
iv. Perform any other duties as may be assigned by the Supervisor.
QUALIFICATION AND EXPERIENCE
Form IV or Form VI with a Certificate in Library and Archives Studies or equivalent
qualifications from recognized institution
REMUNERATION

3.0 TANZANIA BUREAU OF STANDARDS (TBS)
Tanzania Bureau of Standards (TBS) is Tanzania’s sole Standards body, formerly
established by the Standards Act No. 3 of 1975, which was repealed and replaced by the
Standards Act No. 2 of 2009. It is a Parastatal Organization under the Ministry of Industry,

TRADE AND INVESTMENT.

3.1 INSPECTION TECHNICIAN II – 1 POST

DUTIES AND RESPONSIBILITIES
i. Conduct quality inspections of goods;
ii. Enforce approved standards;
iii. Draw and submit samples for laboratory analysis;
iv. Receive, interpret and forward laboratory reports to importers/clients;
v. Advise importers/clients on TBS Certification schemes regulations;
vi. Seize and destroy/ re-export substandard products;
vii. Authorize release of goods meeting the requirements of relevant standards;
viii. Maintain inspection records/data; and
ix. Perform any other duties as may be assigned by the Supervisor.
QUALIFICATION AND EXPERIENCE
Form IV or VI plus Diploma in Electronics and Telecommunication Engineering from
recognized University or Institution.

3.2 INSPECTOR II – 5 POSTS

DUTIES AND RESPONSIBILITIES
i. Study all aspects pertaining to inspection, quality management and certification;
ii. Assist in conducting quality assurance inspections;
iii. Assist industries in all matters related to quality assurance;
iv. Receive, interpret and forward laboratory reports to importers/clients;
v. Seize and destroy/re-export substandard products;
vi. Authorize release of goods meeting the requirements of relevant standards;
vii. Assist in maintaining inspection records/data;
viii. Participate in preparation, implementation, maintenance and review of quality system;
ix. Assist in the preparation, publication and dissemination of information; and
x. Perform any other duties as may be assigned by Supervisor.

QUALIFICATION AND EXPERIENCE
Bachelor of Science either in Civil Engineering (2 posts), Computer Engineering and
Information Technology (1 post) or Science General Microbiology and Chemistry from a
recognized institution (2 posts).

3.3 STANDARDS OFFICER II – 2 POSTS

DUTIES AND RESPONSIBILITIES
i. Study standardization systems;
ii. Collect essential data for formulation of standards;
iii. Draft standards;
iv. Proof read draft standards;
v. Organize technical committee meetings;
vi. Secretary of technical committees;
vii. May be appointed to conduct quality assurance inspections; and
viii. Perform any other duties as may be assigned by Supervisor.

QUALIFICATION AND EXPERIENCE
Bachelor of Science in Environmental Health Science from recognized University or
Institution.
