The Ministry of Lands, Housing and Human Settlements Development (MLHHSD) with the support from the UK Department for International Development (DFID), Swedish International Development Cooperation Agency (SIDA) and Danish International Development Agency (DANIDA) is implementing a three-year Land Tenure Support Programme (LTSP) which focuses on land tenure regularization, enhancement of land sector transparency, promotion of large scale land-based investment and policy and institutional development in Kilombero, Ulanga and Malinyi Districts in Morogoro Region. The Ministry is seeking to recruit qualified and motivated Tanzanians to fill some vacant positions as part Time Staff in the Land Tenure Support Programme in the Programme Districts.
The Ministry of Lands is hereby invites qualified candidates to submit their applications
for the following positions:-
1. Land Officer (8 Posts)
Reporting to: The Team Leader Land Tenure Regularization and will work under the supervision of the District Land Officer
Duties and Responsibilities
• To assist generally with the work of the District Land Officer (DLO) within district land office should the need arise.
• To assist DLO during the Village adjudication in the sensitization and awareness rising at the Village level.
• To assist DLO during the village adjudication in preparation of training materials and facilitating training of field teams.
• To assist the DLO with verification of systematic adjudication records.
• To assist the DLO during the village adjudication in resolving land disputes between land owners by providing them with education on land rights according to the village land act or using Alternative Dispute Resolution (ADR).
• To assist the DLO in the Quality check of data entered in the CCROs Database prior to final printing of CCROs.
To assist the DLO in the registration and Issuance of CCROs.
• To assist the DLO in the proper up keep and administration of District Land Registry
Qualification and Experience
• Holder of BSc. Degree in Land Management and Valuation from the recognized
institution; with proven competency in the following requirements:
• Communication skills - ability to communicate professionally and effectively in verbal and written English and Kiswahili.
• In-depth understanding of the Tanzania land laws and the ability to explain it to land owners at village level.
• Impartiality and ability to treat land owners/villagers-in a non-judgmental way.
• At least one year of demonstrated work experience in delivering creative, cutting edge technology of working in similar projects. The experience may be gained through a combination of short-term paid employment, volunteer, placement or internship positions.
2. Land Surveyor (8 Posts)
Reporting to: The Field Managers of LTSP and will work under the supervision of the Field Manager and Technical Advisor Land Tenure Regularization
Duties and Responsibilities
• To assist generally with the work of the Field Manager with regard to supervision of field team within pilot district during village systematic adjudication using MAST tablets.
• Overall in charge of the field operation for the LTR field team working in a single village during systematic adjudication processes by using tablets.
• Supervision of para-surveyors during systematic adjudication, individual parcel data collection by tablets and submission for downloading.
• Responsible with the arrangement of para-surveyors within the village and hamlets and record keeping of working area of each of them.
• Responsible with field data quality checks and control of data captured using MAST tablets.
• Ensure dailyelata downloading and upload from the field team.
• Compile weekly delivery of data for submission to Field Manager Liaise with FM to build capacity of para-surveyors and VAC.
Qualification and Experience
Holder of BSc. Degree in Geomatics or Geo-informatics from the recognized institution;with proven competency in the following requirements:
• Skills in the usage of RTK GPS for Setting out of Settlement Plots Layout design, .... parcel data capture and compilation for Quality checks and approval.
• Skills in the usage of PDA or Tablets for data collection, downloading and cleaning for preparation of transaction sheets.
• Ability to work with Quantum GIS (QGIS) software in processing and production of final Cadastral Index Map for public display.
• At least one year of demonstrated work experience in delivering creative, cutting edge technology of working in similar projects. The experience may be gained through a combination of paid short-term employment, volunteer, placement or internship positions.
3. Town Planners (8 posts)
Reporting to: The Field Manager of LTSP and will work under the supervision of the District PLUM Coordinator/DistrictTown Planner.
Duties and Responsibilities
To assist generally with the work of the District Town Planner within district land office should the need arise. :-
• To assist in preparation of Village Land Use Planning as a function of the District : PLUM Team.
• To assist in the preparation and designing of the Detailed Village Centers Settlement Planning
To assist in the social economic data collection for the preparation o fVLUP and Detailed Village Centers Settlement Planning.
• To assist District PLUM Coordinator in the implementation of the Village Centers Settlement Plan.
• To assist District PLUM Coordinator in checking the Quality of Parcel Data captured by Para surveyor during detailed survey for adjudication and preparation of CCROs.
• To assist District PLUM Coordinator in conducting short term training for Village land use rights and conflicts resolution during implementation VLUP at Village level.
• To represent District PLUM Coordinator in LTSP Land Tenure Regularization processes at Village.
• To carry out other duties as assigned from time to time by superior.
Qualification and Experience
Holder of BSc. Degree in Regional · Development Planning from the recognized institution;with proven competency in the following requirements:
• Skills in preparation of Participatory Village Land Use Planning (VLUP).
• Skills in preparation of Detailed Village Centers Settlement Planning.
• Skills in the usage of GPS, GIS and Mapping (read and interpretation of satellite imagery in designing lay out planning).
• Ability to work with Quantum GIS (QGIS) software in designing of settlement planning layout.
• Ability to communicate professionally and effectively in verbal and written English.
• At least one year of demonstrated work experience in delivering creative, cutting edge technology of working in similar projects. The experience may be gained through a combination of paid short term employment, volunteer, placement or internship positions.
4. Legal Officer (4 posts)
Reporting to: The Team Leader Policy and Institutional Development of LTSP under the supervision of the District Land Officer and work closely with PIO Legal Expert.
Duties and Responsibilities
• To assist in conducting short course training on land dispute resolution procedures for the Village Councils in liaise with Ward Tribunals.
• To assist in information/data collection for land disputes matters within the Pilot District.
• To represent the LGA/District Counsel at the court of Law and District Land & Housing Tribunals.
• To file cases in the court of law and
• To carry out other duties as assigned from time to time by superior.
Qualification and Experience
Holder of Bachelor Degree in Law (LLB or equivalent) and must have completed a
one-year school of law; with proven competency in the following requirements:
• Excellent written and oral communication skills in English and Kiswahili language.
• In-depth understanding of the TanzaQia land laws and the ability to explain it to land owners at village level.
• Ability to manage a wide and varied land related caseload.
• At least one year of demonstrated work experience in handling caseload of similar nature. The experience may be gained through a combination of paid short-term employment, volunteer, placement or internship positions.
5. Community Development Officer (3 posts)
Reporting to: The Field Manager of LTSP and will work under work closely with. the Social expert and Communication Specialist as a team
Duties and Responsibilities
• To assist generally with the work of the Community Development staff within district land office should the need arise.
• To assist the Community Development Officer in carrying out result-based management and strategic planning.
• To assist the Community Development Officer in establishing a proactive social outreach network in the district to assist the disadvantaged groups of Women and Pastoralist to recognize their land rights and participate in land tenure regularization processes.
• To assist the Community Development Officer and District Social Welfare Officer in developing strategic plan to involve Civil Society Organization and FBOs to ensure quality intervention which demonstrate impact on families,
• To assist District Community Development Officer on sensitization and awareness raising at Village and Hamlet levels. 19 Work in close collaboration with CSOs and FBOs particularly being proactive with community level activities.
• Carry out duties within the evolving concept of decentralization.
• Carry out other duties as assigned by the Superior.
Qualification and Experience
Holder of BSc. Degree or Advance Diploma in Social Science or Community development from the recognized institution; with proven competency in the following areas:
• Communication skills: ability to communicate professionally and effectively in • verbal and written English and Kiswahili.
• Very good computer skills and well conversant with computer applications for statistical data analysis and reporting.
• Demonstrate ability to work with inter-disciplinary team (team working spirit); collaboration with stakeholders in community mobilization, awareness and sensitization campaign for participation of disadvantaged groups (Women's empowerment, etc.). . .
• Ability to provide technical assistance to Ward, Village and Haml~t level.
• At least one year of demonstrated ability to work autonomously· and in teams, experience of working in similar projects, with a multi-cultural work environment.
• The experience may be gained through a combination of paid short-term employment, volunteer, placement or internship positions.
6. Administrative Assistant/Secretary (4 posts)
Responsible to: The Programme Coordinator (PC) and will work under the supervision of the Programme Administrator (PA).
Duties and Responsibilities
• Types all correspondence matters in the Programme
• Maintains diary for appointments for supervisor
• Files copies of typed letter in relevant files
• Ensure that files are handled promptly and in time
• Receive and directs visitors
• Attend telephone calls and takes messages·
• Make sure there are all necessary facilities for proper job performance
• Responsible for safe custody of documents in the office
• Follow ups outstanding correspond~nces
• Performs any other duties assigned by supervisor
Qualification and Experience
• Minimum Certificates or Diploma holder in Secretarial Duties from a recognized institutions
• Self motivated and ability to work efficiently and effectively even under pressure
• Computer literacy
7. Registry/Record Officer (18 posts)
Reporting to: The Field Managers of LTSP and Integrated in the Systematic Adjudication Team (SAT)
Duties and Responsibilities
• To assist generally with the land registry work of the District Land Officer (DLO) within district land office should the need arise.
• To assist DLO in the designing and develop land registry filling system and undertake records inventory.
• To assist DLO in the set up and reviewing document records system.
• To assist DLO in printing and registering CCROs.
• To assist DLO in filing and issuing of CCROs to the respective applicant land owners.
Qualification and Experience
Holder of Diploma or certificate in records from recognized institution with proven competency in:-
• Computer skills and well conversant with computer applications.
• An awareness of information management principles and familiarity with information systems and archives.
• Strong communication skills to deal with senior district officers and applicants for land registration and issuance of CCROs.
• Flexibility to get involved in all aspect of information provision.
8. Messengers/Couries (4 posts)
Reporting to: The Field Managers of LTSP in cooperation with Land Tenure Regularization; Monitoring and Evaluation Teams
Duties and Responsibilities
• To drive, maintain, secure and taking care of the motor cycle
• To work closely with the field managers and Land Tenure Regularization team to deliver the documents prepared in the District to the village Executive officers and villagers
• Act as a voice for for public awareness activities by calling villagers to participate in the regularization activities
• Reporting promptly any mechanical faults to the Supervisor;
• Maintaining the motorcycle logbook in accordance with the requirements of the Operational Manual;
• Adhering to Maintenance Schedules;
• Performing any other duties as may be assigned immediate supervisor.
Qualification and Experience
• A Form IV education,
• Driving License grade C
• Advanced drivers course grade II certificate
• Higher degree of integrity
• Proven no accident history/record
• At least 2 years of experience
Duty Station of all posts shall be: In Kilombero, Ulanga or Malinyi Districts.
