TENDER NO. AE-020/HQ/2017-18/C/O1 INVITATION FOR EXPRESSIONS OF INTEREST (EOI) FOR PROVISION OF CONSULTANCY SERVICES FOR DESIGN AND DEVELOPMENT OF CENTRAL DATA BASE SIM CARD REGISTRATION SYSTEM
1.0 Introduction
1.1 The Tanzania Communications Regulatory Authority (TCRA) is responsible for regulating the telecommunications, postal and broadcasting sectors in Tanzania. ' It was established as part of the government policy reforms in the communications sector with the aim to improve the availability of the , info-communication services to the public as well as to allow new players into the market;
1.2 Some of the functions of the Authority is to issue, renew and cancel licenses; to facilitate the resolution of complaints and dispute; to regulate rates and charges; to establish standards for regulated goods and regulated services; to establish standards for the terms and conditions of supply of the regulated goods and services;
2.0 Objective of the Assignment
The main objective of the assignment is to design, and develop Central Subscribers Database System with secure, authentic' and unique identity of subscriber information verified against National ID Database.
3.0 Invitation
TCRA now invites Expressions of Interest from eligible qualified and experienced Consulting firms to indicate their interests to be shortlisted for provision of Consultancy Services for design and development of central Data SIM CARD registration data base system
4.0 Selection Procedures
A Consultant will be selected in accordance with the procedures set out in the Public Procurement Act No.7 of 2011 and the Public Procurement Regulations of 2013 (Selection and Employment of Consultant). Note that this is not a Request for Proposal. After review of letters for expression of interest, a shortlist of Consultants will be prepared and they will be invited to submit their Proposals through Letters of Invitation which will include specific Terms of Reference.
5.0 Criteria for Assessment of Expression of Interest (EOI)
In assessing the Expression of Interest consideration will be given to' the following:-
a) Company Profile (Copies of documents defining Constitutional or Legal status of the Consultant (e.g. Valid Business license; Certificate of Incorporation; VATITIN Certificate);
b) Experience (Submit list of similar assignment, name of the employer, contact addresses and year of completion of the project);
c) Qualification and experience of proposed key staff (submit certified CVs);
d) Audited Financial Statements to support financial soundness of the firm to carry out the assignment (Three Audited financial statements should be submitted for the last three years).
6.0 All Expressions of Interest should be prepared in three copies "One Original and two copies" properly marked "Original and Copy' The outer envelope shall be marked "Provision of consultancy services for Design and Development of SIM CARD Registration Database System" to be submitted before or on Wednesday, 6th December, 2017 at 11.00 AM to the:-

7.0 The deadline for submission of the Expression of Interests is 11.00 a.m on Wednesday, 6th December, 2017. The EOI will be opened immediately thereafter in the conference room of TCRA Head Office, Mawasiliano Towers, 20 Sam Nujoma Road, P.O. Box 474, 14414 Oar Es Salaam.
8.0 E-mailed, faxed and late submission of the Expression of Interests will not be accepted .
