Responsibilities:
Ubongo is looking for a qualified M&E consultant who will coordinate with the project management team and manage implementation of M&E development. The consultant can work full-time or part-time (dependent on experience) at our office in Dar es salaam, Tanzania and in the field around Tanzania.
Primary responsibilities;
• Lead design and development of two-year monitoring and evaluation plan to assess educational and social impact of Ubongo products. Develop project log frame matrix, including objective hierarchy, indicators and monitoring mechanisms.
• Develop the overall framework for M&E including participatory impact assessments, randomized control trials, process monitoring, operations monitoring and lessons-learned workshops.
• Guide the process for identifying the key performance questions and parameters for monitoring project performance and comparing it to targets. Design the format for such performance reports.
• Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
• Review existing approaches and information management systems and implement changes as needed.
• Develop and submit M&E and impact reports to partners, investors and stakeholders.
• Organise and undertake training with enumerators
Minimum requirements;
- At least 3 years’ experience in the field of M&E required
- Master's degree preferred
- Experience using statistical software
- Experience with M&E and impact study design
- Attention to detail and accuracy
- Ability to provide analytical support
- Strong communication skills required
- Proficiency in the use of Microsoft Outlook, Word, Excel, Powerpoint and cloud based productivity services such as Google Drive.
- Candidate must be highly organized, detailed oriented, with emphasis on accuracy and efficiency.

Job Purpose
The key job purposes of Policy Manager include to assist the Head of Policy in the implementation of Workstream 2 (Policy and Enabling Environment) and the broader engagement of the Government of Tanzania and Development Partners for priority public investments in the clusters (Workstream 1). To manage and coordinate relationships with key strategic partners especially Government Ministries in Dodoma Offices.
Key Duties and Responsibilities
• To assist the HOP through Dodoma offices in all activities related to engaging the Government of Tanzania (GoT) towards priority public investments in the clusters/corridor and policy advocacy (Workstreams 1 and 2)
• To assist HOP, identify and promote priority public investment and policy reforms to be implemented by the GoT and development partners (DP)
• To support HOP, identify strategic policy advocacy partners to liaise with, with the view of developing policy analyses relevant to priority policy issues and to prepare advocacy proposals to address identified constraints
• To identify and build strategic relationships with policy reform champions (individuals) in a variety of institutions and develop strategies for capacity building.
• To assist HOP through SCL Dodoma offices support media engagement on agriculture related policy issues
• To assist HOP map enabling environment related bottlenecks of the organization Partners and follow up with relevant institutions
• To undertake any other duties assigned by the supervisor
• Other relevant. Perform any other business may be assigned to you by the line manager
Minimum Qualification:
• Possession of at least six (7) years’ work experience in any of the above fields and knowledge and familiarity of issues pertaining to agricultural issues
• Bachelor degree in any of the following fields: Agriculture, Agricultural Economics, Agribusiness, Agriculture (general), Public Affairs, Political science, Public Administration, Business Administration or Project Management. Post graduate qualifications in any of the fields will be an added advantage
• Ability to work independently and with minimum supervision
• Correct interpretation and application of the organization Centre’s mandate and strategic objectives
